 Over
The Rainbow Association (OTR)
is a not-for-profit organization
that provides accessible housing and job opportunities for persons
with disabilities.
The Association was
formed in 1974 by individuals who asked the question, "How can people with
severe physical disabilities live independently?" Today, OTR owns and
operates three apartment communities: The Belden Apartments in Chicago,
Illinois, the Hill Arboretum Apartments in Evanston, Illinois, and the
Gustafson Apartments in Waukegan, Illinois. Today, Rainbow is in the process
of developing two additional facilities: a 25-unit apartment community in
Matteson, Illinois, and a 20-unit apartment community in Rockford, Illinois.
 Mission
The mission of the Over The Rainbow Association is to provide persons
with physical disabilities, who use wheel chairs, the opportunity
to live independently in accessible housing and to support themselves
through meaningful employment.
